Abstract

The article examines the key shortcomings of the existing regulatory and technical framework in the field of energy saving and energy efficiency in construction. Particular attention is given to the insufficient adaptation of borrowed European standards to domestic climatic and economic conditions, as well as common inaccuracies in the adjustment of calculation coefficients. The problems of outdated formatting of regulatory documents, which complicate their practical application in modern conditions, are also highlighted. Within the scope of the study, the main challenges facing the industry are identified, and areas requiring improvement in regulatory governance to ensure a real increase in the energy efficiency of construction projects are outlined. Additionally, the article addresses the implementation of energy audit systems, building certification, harmonization of national approaches with European practices, and the updating of energy consumption calculation methodologies in accordance with modern technologies and sustainable construction requirements.
